Why do we cool when we can stack?

Why do CCD cameras have cooling mechanisms if you can stack your shots to filter out noise, my guess is because CCD sensos cannot really take short exposures.

I see very expensive might I add customized DSLR's with cooling mechanisms attached and I ask myself why? Is there noise stacking in software cannot elminate? I know we have shot, thermal, and readout noise.
